Investigation, Inspection and Technical Support for the Soil and Groundwater Contamination Project(2020)

Absrtact	The project, per Contract Terms, consists of the establishment of response unit for supporting pollution emergencies as well as provision of professional consulting and technical support. To establish the response unit for supporting pollution emergencies, response supports have been dispatched to 10 pollution cases as part of this project. The unit arrived at the scenes for investigation, taking samples, coming up with test results and providing suggestions as requested, which allowed the competent authority of environmental protection to stay on top of pollution characteristics and development of these cases. Three of them were found pollution exceeding the regulatory standards. One of the cases exceeds the food crop farmland pollution control standard. The other two cases exceed the Category 2 groundwater pollution control standards. Those cases are currently handled by local environmental protection bureaus or competent authorities for subsequent administrational procedures. For the provision of professional consulting and technical support that including: In response to Environmental Protection Administration, Executive Yuan (hereinafter referred to as the EPA) amend “Regulations for Installation and Management of Facilities and Monitoring Equipment in Storage Systems for Preventing Pollution of Groundwater”. Coordinate with the EPA to amend the contingency handling process and make rolling amendments of ”Reference Manual for Soil and Groundwater Pollution Incident Response”. Propose a preliminary suggestions of subsidy amount and level range. Assist EPA to establish and test emergency response system. Edit the operation manual and presentation report about emergency response system. Coordinate with EPA to conduct course about the system two times. Produce educational picture package of soil and groundwater for the public. Update public information in the Soil and Groundwater Pollution Remediation website. Also, propose suggestion for subsequent implementation of this project.
